Palm Island Estates
Homeowners Association
Board Meeting
October 2, 2006
Firehouse
Attending: Board
Members Carol Peterson,
Leslie O’Hara, Sharon
Porro, Don Milroy, Pat
Gordon, Suzy
Kett, Steve Osborn, and
Kim Peacock.
Carol Peterson called
the meeting to order at
5:05 pm. Carol asked
for a motion to approve
the September Meeting
minutes. Pat Gordon
noted that Kjell
Plotkin’s name had been
misspelled as “Tjell”.
Don moved to approve.
Sharon seconded. The
motion passed
unanimously.
Pat Gordon reported that
due to low rates, she
did not acquire the 3,
6, and 12 month funds
(all were under 3).
Rather, she took out two
$10,000 CDs at 5% for 10
months. She also noted
that dues were still
coming in. Don moved to
approve the Treasurer’s
Report. Kim seconded.
The motion passed
unanimously.
Suzy reported on Art in
the Palms. She has
taken care of most
details, but needs a
volunteer food
coordinator. Suzy will
call Maria about parking
at “Tarpon”. She needs
a 50/50 volunteer.
Sharon Porro moved to
give the $2 barge fee to
the scholarship fund.
Suzy seconded, and the
motion passed
unanimously. Kim gave
an advertising update.
Carol reported on the
status of the Beach
Access Surveys. The
Board had authorized
Carol to spend up to
$3,000 with Strayer for
the surveys. Strayer
says they have spent
$4,500, because they
thought markers were
already in place when
they submitted their
bid. They are asking
for $3,600. After much
discussion, it was
decided that Carol would
tell them that she would
pay $2600 after she
receives the drawings.
The Board will then look
at what kind of
monuments they put in
before making a decision
to pay another $1,000.
Carol discussed Board
nominations. Don will
call Mike Spallone, and
Carol will call Pat
Brenneman about running
for the board.
Steve Osborn reported on
Water Testing. Steve
and Bob Horswill will
get the program off the
ground. The program
will include developing
“Station 17”, training
island volunteers to
sample water one day
each month and then ship
the samples to a lab for
analysis. They will
attempt to get grants to
cover the lab fees.
Sharon Porro gave an
update on lagoon dock
signage. She spoke to
Lt Kenville in the
Sheriff’s Office and was
told that the lagoon is
a “Slow Speed, Minimum
Wake” zone. Also
problems and incidents
can be reported at
john.stewart@ccso.org.
Sharon also said that
one Englewood sign
company would charge $30
- $42 for an 80-guage
12x18 sign. Signs would
be placed on lagoon
docks to advise renters
against speeding.
Sharon asked for money
for signage. Steve
Osborn moved that Sharon
head up the Lagoon
Signage Pilot Program
and that she be given
$400 as “seed money” to
buy the signs, then sell
them at cost to dock
owners and then
replentish sign stock.
Kim seconded that
motion. The motion
passed with two opposed.
The Board decided to
sponsor a $35 hole at
the FART Classic. The
Board authorized Pat to
rejoin the Lemon Bay
Conservancy for $100.
It was decided to table
the “fun signs” until
after Art in the Palms.
Board members also
discussed possible
calendar dates for
events in 2007.
Sharon Porro gave the
Board an update on ATV
legislation. There will
be a public hearing
around the 24th
of October or the
beginning of November.
Islanders should be
encouraged to email or
write to the County with
their opinions and to
attend the public
hearing. Sharon will
advise of the date when
it is set.
Kim moved to adjourn the
meeting. Don seconded.
Meeting was adjourned at
6:40 p.m.
Respectfully submitted,
Kim Peacock
